If an athlete has a qualifying time in 60H at a JV meet, can they run in the state meet?

Even though we run 3" lower at JV meets, in the past we have not differentiated in qualifying times. Since there are preliminaries at state, it really puts no one at an advantage by helping them get in a faster heat at state. The preliminary heats at state are mixed with different levels of performers.
